In the summer of 2019, the life of a talented and well-known 28-year-old male barber from Baltimore, Devon Chavis, was tragically cut short. On the night of July 23, 2019, Chavis was shot multiple times outside his apartment on Goodnow Road in the eastern part of the city. He had just returned home from the airport when the fatal encounter occurred. Emergency services transported him to Johns Hopkins Bayview Medical Center, where he was pronounced dead in the early hours of July 24.
The investigation into his death would later reveal that he was the victim of an armed robbery. Chavis, who had built a successful business called Celebrity Cutz by Dev and garnered a significant following on social media, was known for his dedication to his craft and as a positive influence in his community. He left behind a young daughter and a family devastated by his sudden and violent death.
The investigation into Chavis's murder led authorities to a violent crime spree that had been plaguing the city. The perpetrators were identified as members of the Triple C gang, who were involved in a series of carjackings and armed robberies between April and August of that year. Two individuals, Rashaud Nesmith and Karon Foster, were arrested in connection with the string of violent acts, which included the robbery and murder of Devon Chavis. Their crime wave was responsible for several deaths and serious injuries throughout Baltimore.
In the ensuing legal proceedings, both men were held accountable for their roles in the violent conspiracy. Rashaud Nesmith, who was directly involved in the robbery that led to Chavis's death, was sentenced to 40 years in federal prison for his participation in the racketeering conspiracy. Karon Foster also pleaded guilty to three counts of racketeering, with his plea agreement detailing his involvement in numerous carjackings and other violent crimes alongside his co-conspirators. Foster was expected to receive a sentence of 30 to 40 years in federal prison. The convictions brought a measure of justice for the victims and their families, concluding a violent chapter that had impacted the city.
