Romello Qumar Jacobs, a 21-year-old resident of Hartsville, South Carolina, tragically lost his life on the evening of November 19, 2015. The incident occurred near Russell Road and Martin Luther King Drive in Hartsville. According to reports, Jacobs was pronounced dead at the scene by Darlington County Coroner J. Todd Hardee.
