In the months following the shooting, the Aiken Department of Public Safety identified 20-year-old Toby Fuewell as a suspect in Bush's death.
Investigators announced they were seeking Fuewell on charges of involuntary manslaughter and illegal weapon possession. The charge of involuntary manslaughter suggests that authorities believed the shooting was accidental and not intentional. At the time, law enforcement officials reported a lack of cooperation from potential witnesses in the case.
Just three weeks prior to his death, Jamar Bush had been arrested. The charges against him included breach of peace, discharging a firearm into an occupied vehicle, and possession of a stolen vehicle. The suspect in his death, Toby Fuewell, also had a criminal history with prior arrests for armed robbery, unlawful carrying of a pistol, and malicious injury to property, although the robbery charges were not indicted.
