In the late hours of a December night in 1983, a call came through dispatch for an intrusion alarm at Westport High School in Kansas City, Missouri. Among the officers responding was 27-year-old Patrolman Phillip Allen Miller. Arriving at the scene just before midnight on December 12th, Officer Miller observed a person fleeing the area and immediately gave chase on foot, even before his backup had arrived.
