In the late hours of a December night in 1983, a call came through dispatch for an intrusion alarm at Westport High School in Kansas City, Missouri. Among the officers responding was 27-year-old Patrolman Phillip Allen Miller. Arriving at the scene just before midnight on December 12th, Officer Miller observed a person fleeing the area and immediately gave chase on foot, even before his backup had arrived.
The pursuit led to a nearby residential street, where the chase ended in a
physical struggle inside an open garage. In the ensuing fight, the suspect managed to disarm Officer Miller, gaining control of his service revolver. A single shot was fired, the bullet striking the young officer in his side, tragically penetrating a gap between the panels of his protective vest. Phillip Miller, a man who had served on the Kansas City Police Department for five years, succumbed to his wounds in the early morning hours of December 13, 1983. He was a husband and a father to a daughter.
The investigation into the murder of Officer Miller continued for approximately a year before a significant breakthrough occurred. The recovery of Officer Miller's stolen service weapon led authorities to their suspect, a man named Ronnie Trotter. Following his arrest, Trotter was charged with the murder of Patrolman Phillip Miller. The legal process concluded with Trotter being found guilty and sentenced to two consecutive life terms in prison for the killing of the young officer.
