On that day, a male suspect entered a residence on South Armstrong Street with the intention of committing a robbery. Finally, in May of 2023, a break in the case came when a grand jury indicted two individuals in connection with Chad Rouse's death. Forty-eight-year-old Kevin Maddox was charged with murder, robbery resulting in serious bodily injury, and conspiracy to commit robbery. A second individual, 36-year-old Amber Brigham, was also charged with conspiracy to commit robbery and aiding, inducing or causing a robbery resulting in serious bodily injury.

However, in a stunning and final turn of events, the charges were dropped once again in August 2025, this time after the trial had already begun. This second dismissal meant that Maddox could not be tried again for the murder of Chad Rouse, leaving the case unresolved and a family's hope for legal closure shattered.
