On a warm Fourth of July evening in 2020, the life of 18-year-old Cameron J. Carter was tragically cut short in Saint Louis, Missouri. The young Black man was found shot in the 500 block of DeBaliviere Avenue, near Delmar Boulevard, leaving a community in mourning and a family devastated.
The events leading to Carter's untimely death began with an argument earlier in the day. The dispute involved 27-year-old Andre Brooks of University City.
The conflict escalated, and later that evening, the confrontation turned fatal. Surveillance footage from the area managed to capture a portion of the shooting, providing investigators with crucial evidence in their pursuit of justice for Cameron.
Following an investigation into the shooting, Andre Brooks was identified as the suspect. He was subsequently arrested and faced serious charges, including first-degree murder and armed criminal action, for his role in Cameron Carter's death. The evidence, including the surveillance video, played a significant part in the legal proceedings that followed.
In a development that brought a close to the legal chapter of this tragedy, Andre Brooks entered into a plea agreement. He pleaded guilty to a lesser charge of one count of involuntary manslaughter. As a result of this plea deal, one count of armed criminal action against him was dismissed. The court, presided over by St. Louis Circuit Judge Thomas A. McCarthy, sentenced Brooks to a term of 10 years in prison for the death of Cameron Carter.
