William Terney, a 51-year-old resident of St. Louis, Missouri, tragically lost his life on October 14, 2020. Known affectionately as "Billy" by his family and "Rainbow" by many of his friends, Terney was a well-regarded individual in his community. He was the youngest of four children and a father to five. Terney owned and operated River City Fence Company, where he was known for his hard work and craftsmanship.
