Norman Welsh was on holidays with his mother and an incident occurred on July 18, 1976, which subsequently led him to the hospital. While in the hospital he was described as bitter and un-cooperative wanting to return home in St Catharines. While being escorted to the North Bay Pyschiatric Hospital (now Northeast Mental Health Centre), he ran off into the wooded area.
