On a warm January day in South Florida, 60-year-old Roberto Salgado was enjoying a day of spearfishing in the clear waters near Elliot Key. It was January 7, 2023, and what began as a recreational outing soon turned into a distressing mystery when Mr. Salgado, an avid diver, did not resurface from the water.
