Stephen Bailey, a 25-year-old male, was last seen on October 22, 1984, off the coast of Balboa, California. He and another man, Norman Sagona, had departed from Avalon Harbor around 1:30 PM in a 13-foot skiff, following a sportfishing boat. The two men were last observed deviating from their course around 2:30 PM. Despite search efforts, neither the skiff nor the men were ever found.
