On a day in late winter, February 25, 2013, 61-year-old Hee Chol Kim left his residence on Carol Road in East Stroudsburg, Pennsylvania, for a walk and never came back. At the time he went missing, he was wearing a beige, hooded, insulated jacket, navy blue wind pants, and black sneakers. Mr. Kim, a man of Asian descent with graying black hair and brown eyes, stood at five feet, six inches tall and weighed around 150 pounds.
