James Lee Peters, age 25, was last seen on April 17, 1988, leaving his place of employment in Daly City, California. At the time of his disappearance, Peters had strong connections to the Baja California region, where his father and other relatives resided, though none of them had seen or heard from him after he vanished. Despite owning a motorcycle, he left it behind and typically used local bus services for commuting. On the day he disappeared, Peters was wearing a tan suit and tie.
