Carl Wayne Rorstein, a 49-year-old man, went missing on March 13, 2006, during a catastrophic event on Kauai, Hawaii. Rorstein, along with several others, was swept away when the Ka Loko Dam breached after over 40 days of continuous rain. The dam failure unleashed approximately 400 million gallons of water, devastating the area and causing widespread flooding.
