In the small community of Lewistown, Illinois, the start of a new decade was marked by the unsettling disappearance of 28-year-old Janice M. Moats. A native of Kentucky, Janice had built a life in Fulton County. She was last seen by her family and friends on January 1, 1980. At the time she went missing, she was described as a white female with red or auburn hair and blue eyes, standing between 5 feet 5 inches and 5 feet 7 inches tall, and weighing approximately 140 to 145 pounds.
