Hughles Bowen, 73, was last seen on June 15, 2015, leaving his home at 1636 N. 60th Street in Philadelphia around 10:30 AM. He never returned, and his disappearance has raised significant concerns due to prior incidents. Just a few months before, in February 2015, Bowen had been found in White Plains, New York, suffering from hypothermia after wandering away from his home in Philadelphia.
