Captain Michael Wayne Tracy, a dedicated officer with the Palos Verdes Estates Police Department, tragically lost his life on February 14, 1994. Tracy, who had served the department for 28 years, was attending a department staff training seminar at the Holiday Inn in Torrance, California, when the incident occurred.
