Captain Michael Wayne Tracy, a dedicated officer with the Palos Verdes Estates Police Department, tragically lost his life on February 14, 1994. Tracy, who had served the department for 28 years, was attending a department staff training seminar at the Holiday Inn in Torrance, California, when the incident occurred. During the seminar, a gunman burst into the conference room, announcing a robbery. The gunman, later identified as David Joseph Fukuto, was the son of a state appellate judge.
Fukuto, wearing a bulletproof vest, shot Sergeant Tom Vanderpool when he lunged at him. Captain Tracy was shot while attempting to assist Vanderpool. Despite their efforts, both officers succumbed to their injuries. Fukuto was subdued by other officers and died in the ensuing struggle, choking on his bulletproof vest.
The incident was a significant blow to the Palos Verdes Estates community, which had never before experienced the loss of an officer in the line of duty. The community and law enforcement agencies honored Tracy and Vanderpool as heroes who saved the lives of their colleagues by confronting the gunman. The funeral for the officers was attended by thousands, including high-profile dignitaries such as Governor Pete Wilson and Los Angeles Police Chief Willie L. Williams. The ceremony featured a 21-gun salute, a sheriff’s helicopter flyover, and a procession of police motorcycles and vehicles.
The investigation into the incident revealed that Fukuto had a history of mental health issues, and it remained unclear whether his actions were motivated by a desire to rob the officers or a personal vendetta against law enforcement. The case did not lead to further arrests or litigations, as the perpetrator died at the scene. The Palos Verdes Estates Police Department and the community continue to remember Captain Tracy and Sergeant Vanderpool for their bravery and dedication to public service.
