In the heart of winter, on January 17, 2019, Frank Boy Blackwater, a 57-year-old man, was seen for the last time in Lincoln, Nebraska. He was at the Matt Talbot Kitchen & Outreach Center, a place of support for those in need, where he was receiving supplies. At the time of his disappearance, Frank was experiencing homelessness and was a known transient in the Lincoln area.
