A transient was rummaging around the Tijuana River Valley Regional Park looking for recyclables. As he did so, he shuffled around debris, moving objects to uncover the nearly three feet of waste. At some point, he lifted a large sheet of plywood. Under the plywood, he found, what appeared to be, human remains. He removed additional debris from on top the decedent to verify that it was human.
