The decedent is an unidentified Black male. On 02/13/2024, a nearby contractor was working along the shore of the Tijuana River bed when they viewed what appeared to be a body floating in the water. They walked up to a local Border Patrol Agent and alerted them of their findings. The agent then placed a call over the radio to local law enforcement. Law enforcement arrived on scene and confirmed the decedent's death without medical intervention due to postmortem changes.
