On September 16, 2022, in La Mesa, California, the lifeless body of Joseph Rangel was discovered by a bystander who immediately alerted the paramedics. Rangel, a 40-year-old Hispanic male, was known to be homeless in the area. When the emergency responders arrived at the scene, they found him unresponsive and promptly administered cardiopulmonary resuscitation in an attempt to revive him. Unfortunately, their efforts were in vain, and Joseph Rangel was pronounced dead at the scene.
