On the evening of August 21, 2022, a violent disturbance erupted at the Hudson Apartment Complex in Independence, Missouri, drawing a significant police response to the area of East 14th Street and South Scott Avenue. Officers arrived at the scene around 7:30 p.m. following reports of shots fired and discovered a chaotic aftermath involving two deceased individuals. One of the victims, identified as Deionate J.
Hair, a 21-year-old Black male, was found lying lifeless in the street near the intersection. A second victim, a 16-year-old, was discovered dead inside a wrecked Chevrolet Malibu nearby, though the investigation into his death was treated as part of the broader double homicide inquiry.
Witnesses at the scene provided harrowing accounts of the moments leading up to Hair's death, describing a confrontation that appeared targeted and personal. Onlookers reported hearing a barrage of 40 to 50 gunshots disrupting the quiet of the neighborhood. According to statements given to investigators, a man with dreadlocks approached Hair, who was already lying on the ground. The assailant reportedly removed a mask Hair was wearing and asked him, 'Who sent you?' before spitting on the defenseless victim. Following this act of disrespect, the gunman fired three shots into Hair, indifferent to the residents who had begun to watch the unfolding violence.
Investigators quickly zeroed in on a suspect based on witness descriptions and photo lineups. Jayvon D. Rabb, a 23-year-old resident of Independence, was identified as the shooter who had confronted Hair in the street. Upon being taken into custody and questioned by detectives, Rabb initially denied involvement but later altered his story, admitting that he had gone down the street after hearing gunfire. He allegedly confessed to pulling out his handgun and firing at Hair while the victim was on the ground. Consequently, the Jackson County Prosecutor’s Office charged Rabb with second-degree murder and armed criminal action, with a judge setting his bond at $300,000 cash-only as proceedings commenced.
