In the quiet, early morning hours of Sunday, March 20, 2016, a tragic event unfolded in a Russiaville, Indiana, mobile home park that would cut short the life of a dedicated law enforcement officer. Deputy Sheriff Carl Allen Koontz, a 26-year-old male, was a respected member of the Howard County Sheriff's Department. That morning, he and other deputies were tasked with serving drug-related warrants at a trailer on West Chandler Street.
