In the quiet, early morning hours of Sunday, March 20, 2016, a tragic event unfolded in a Russiaville, Indiana, mobile home park that would cut short the life of a dedicated law enforcement officer. Deputy Sheriff Carl Allen Koontz, a 26-year-old male, was a respected member of the Howard County Sheriff's Department. That morning, he and other deputies were tasked with serving drug-related warrants at a trailer on West Chandler Street.
When the deputies arrived at the residence around 12:30 a.m., they received no response after knocking and announcing their presence. Upon entering the mobile home, they were met with sudden gunfire. In the ensuing exchange, both Deputy Koontz and Sergeant Jordan Buckley were struck. Fellow officers were able to extract the two wounded deputies from the home. They were initially transported to Community Howard Regional Health in Kokomo before being airlifted to IU Health Methodist Hospital in Indianapolis. Despite undergoing surgery, Deputy Koontz succumbed to a single gunshot wound to the pelvis.
Following a standoff that lasted for several hours, a SWAT team made entry into the mobile home and found the suspect, 25-year-old Evan Dorsey, deceased. An autopsy later confirmed that Dorsey had died from a self-inflicted gunshot wound to the head. The investigation into the incident revealed that Dorsey had a criminal history, though it was mostly comprised of non-violent, drug-related offenses.
The investigation that followed the shooting uncovered a surveillance system inside Dorsey's home. Video footage from this system led to the subsequent arrest of nine individuals on drug-related charges. The Howard County Prosecutor ultimately determined that the officers' actions during the warrant service and shootout were lawful, and the case concerning the shooting was officially closed.
