Born in Ciudad Hidalgo, Michoacán, Mexico, to parents Moises Garcia Segura and Maria Mondragon Soto, he had established a life in Indianapolis where he was raising a family.
He was a husband to Elva Vega Alcala and a father to three children, Maria Guadalupe, Jose Moises, and Oscar Fernando.
The tragic events unfolded on November 4, 2017, when authorities responded to a situation in the 5100 block of Radnor Road on the city's northeast side. It was there that Garcia was discovered having suffered fatal gunshot wounds. Despite the efforts of emergency responders, his life ended that day, leaving his young children and wife to mourn a sudden and devastating loss. Following his death, family and friends gathered for a visitation and a Mass of Christian Burial at St. Anthony Catholic Church before he was laid to rest at Memorial Park Cemetery later that month.
