Carlos Starks, a 34-year-old resident of Indianapolis, Indiana, tragically lost his life on October 6, 2021. On that evening, Indianapolis Metropolitan Police Department (IMPD) officers responded to a report of a person shot in the 2100 block of East 30th Street, near Caroline Avenue.
