A sense of unease fell over a near northeast side Indianapolis neighborhood on the evening of October 6, 2021. Just after 8 p.m., the sound of gunfire pierced the air near the intersection of East 30th and Caroline streets. When officers from the Indianapolis Metropolitan Police Department arrived at the scene, they found a man, later identified as 34-year-old Carlos Starks, with critical gunshot wounds.
