On a Wednesday evening in Newport News, Virginia, the life of 47-year-old Kelcey Wellons was tragically cut short. On November 8, 2017, police responded to a call at 9:23 p.m. and discovered Wellons lying on the ground at the intersection of 23rd Street and Wickham Avenue. He had sustained a gunshot wound and was pronounced dead at the scene just four minutes after the arrival of law enforcement.
