Rachel Elizabeth Brown, a 25-year-old resident of Waynesboro, Virginia, tragically lost her life on February 1, 2018. Born on January 25, 1993, in Charlottesville, Virginia, Rachel was the daughter of Warren Brown and the late Vannessa Losh Allison. Her untimely death occurred at an apartment complex located at 205 Bookerdale Road in Waynesboro, where she had been living with her boyfriend, Jonathan Owen Miller.
