On a summer evening in Jersey City, the life of 28-year-old Rasasim Foster was tragically cut short. On July 3, 2017, at approximately 10:50 p.m., police responded to a report of gunshots in the vicinity of 262 Clinton Avenue. Upon their arrival, they discovered an unresponsive male, later identified as Rasasim Foster, lying on the ground with multiple gunshot wounds to his torso.
He was pronounced dead at the scene just after 11:00 p.m.
The investigation into the fatal shooting was actively pursued by the Hudson County Prosecutor's Homicide Unit with assistance from the Jersey City Police Department. Their efforts led to the identification and arrest of a suspect. In a significant development in the case, Keshawn Sparkman, a 22-year-old resident of Jersey City, pleaded guilty to a charge of first-degree aggravated manslaughter. Sparkman admitted to fatally shooting Foster with a shotgun on that July evening.
Following his guilty plea, the state recommended a sentence of 18 years in a New Jersey state prison for Sparkman. This sentence is subject to the No Early Release Act, which would necessitate that he serve 85 percent of his term before becoming eligible for parole. The sentencing was scheduled to take place before a Hudson County Superior Court Judge, marking the legal conclusion to a violent act that ended a young man's life.
