On a Tuesday evening in Jersey City, the sound of gunfire pierced the night, leading to the tragic death of 23-year-old Jovahn Horne. It was approximately 9:05 p.m. on November 1, 2022, when the Jersey City Police Department received a report of shots fired on Dales Avenue. Responding officers discovered Horne in the vicinity of 74 Dales Avenue, suffering from a gunshot wound to his abdomen.
