In the late hours of November 14, 1995, Jackson Police Department Officer Robert Joe Washington, Sr., a 37-year-old male, was on patrol in Precinct 2. At approximately 9:00 p.m., he cleared his last call near Highway 80 and Shaw Road. When his shift concluded at 10:00 p.m., Officer Washington failed to report to the precinct, and attempts by the dispatcher to reach him were met with silence.
