In the quiet coastal city of Long Beach, Mississippi, a domestic disturbance call on May 6, 1998, shattered the evening peace and ended in a hail of gunfire that left two police officers dead. One of the fallen was Detective James Franklin Northcutt, a 54-year-old veteran of law enforcement who had been with the Long Beach Police Department for a year, capping a 33-year career.
That evening, Detective Northcutt and his partner, Sergeant Steven Morgan, were among the officers who
responded to the escalating situation. As they arrived at the scene, they were met with unexpected and overwhelming force. A suspect, clad in fatigues and wearing a bulletproof vest, had armed himself with an AR-15 assault rifle upon hearing the approaching sirens. Without warning, he opened fire on the officers.
In the ensuing chaos, both Detective Northcutt and Sergeant Morgan were struck by the gunman's fire. A. 223 round severed Detective Northcutt's femoral artery, and despite the immediate efforts of his fellow officers and paramedics, he succumbed to the catastrophic injury at the scene. Sergeant Morgan was also fatally wounded and later died at a hospital. A third officer sustained injuries but survived the violent encounter.
The suspect's deadly rampage was brought to an end by an off-duty officer from another department who was nearby and intervened, shooting and killing the gunman. The motive for the initial domestic disturbance that led to the deadly shootout stemmed from the suspect's recent breakup. He had arrived at the home heavily armed with the intent to harm his ex-girlfriend and her mother before taking his own life. The tragic event left the community mourning the loss of two dedicated officers. Detective Northcutt was survived by his wife and five children.
