Monika K. Hall, a 20-year-old Black/African American woman, tragically lost her life on August 18, 2001, in Milwaukee, Wisconsin. Her death was not a random act of violence but the culmination of a troubled relationship she was trying to escape. On that fateful day, while visiting her cousin's apartment, Monika was fatally shot. She sustained six gunshot wounds to her head and neck, a brutal end to a young life.
The person responsible for her death was her 22-year-old boyfriend of less
than a year, Charles Webb. At the time of the shooting, Monika was actively attempting to end their relationship. Recognizing the danger she was in, a no-contact order had been put in place to protect her from Webb. This legal measure, however, proved insufficient to save her.
Prior to the homicide, there was a documented history of domestic abuse. A criminal case was already pending against Webb for a previous assault on Monika, during which he had beaten, strangled, and thrown her out of their shared residence. In a pre-sentence report, he later admitted to the physical abuse. Following the fatal shooting, Charles Webb was arrested and faced justice for his actions. He ultimately pleaded guilty to First Degree Intentional Homicide and is serving a life sentence for the murder of Monika Hall.
