On a cold Saturday afternoon in Milwaukee, on January 31, 2015, the life of 29-year-old Richard L. Spears Jr., a Black / African American male, was tragically cut short. While driving south in the 3200 block of North 9th Street, near the intersection with Ring Street, the unexpected sound of gunfire shattered the routine of the day. Multiple shots were fired into his vehicle, striking Spears.
