On a Saturday afternoon in Tacoma, Washington, on November 7, 2015, the life of 19-year-old Philip Ryan Jr. was tragically cut short. The young man was standing with a small group of people at a bus stop in the 1000 block of Martin Luther King Jr. Way when a car pulled over nearby. Several individuals exited the vehicle and walked across the street toward the group. One of them, a 15-year-old, confronted Ryan directly.
