In the late summer of 2018, the community of Quincy, Washington, was shaken by the death of 39-year-old Hispanic/Latino male, Billy Joe Cruz. On the morning of August 23rd, Cruz's body was discovered in the 700 block of Central Avenue South, leading to an immediate investigation by the Quincy Police Department. His death was quickly ruled a homicide, sending ripples of concern through the quiet city.
