In the early morning hours of a late October day in 2016, the quiet of a Covington, Kentucky neighborhood was disturbed by a grim discovery. William Allen, a 22-year-old man from Mason, Ohio, was found unresponsive inside a parked car in the 2600 block of Todd Court. Responding to a call at 2:56 a.m., Covington Police officers found Allen slumped over in the driver's seat. It was soon determined that he had sustained a gunshot wound to the chest.
