On a summer morning in Manhattan, Kansas, on August 9, 1982, a veteran police officer’s life was tragically cut short in a violent confrontation. Donald Harbour, a 49-year-old White / Caucasian male, had dedicated 22 years of his life to the Riley County Police Department. That day, he responded to what seemed like a routine call from a local pawn shop around 10:30 a.m. The report indicated a man was attempting to sell a stolen rifle.
