In the winter of 2020, a transaction arranged to take place in Wichita, Kansas, ended in the tragic death of Gary Ramsey, a 59-year-old Caucasian male. On the evening of December 7th, Ramsey, accompanied by his girlfriend, drove his 2004 Jeep SUV to the 1300 block of North Terrace, near 13th Street and Oliver, for what police described as a prearranged property deal.
