On a cold December evening in 2021, the quiet scenery of Cowley State Fishing Lake was shattered by an act of violence that claimed the life of Joel Leon-Santos, a 37-year-old Hispanic man from the nearby community of Arkansas City, Kansas. On December 22nd, just after 6 p.m., the Cowley County Sheriff's Office received a distressing 911 call reporting a shooting at the lake, a popular local spot for recreation.
This call would set in motion a search that would end in a tragic discovery.
Deputies, along with troopers from the Kansas Highway Patrol, arrived at the sprawling lake and began an extensive search, guided by the person who had placed the emergency call.
