On a cold December evening in 2021, the quiet scenery of Cowley State Fishing Lake was shattered by an act of violence that claimed the life of Joel Leon-Santos, a 37-year-old Hispanic man from the nearby community of Arkansas City, Kansas. On December 22nd, just after 6 p.m., the Cowley County Sheriff's Office received a distressing 911 call reporting a shooting at the lake, a popular local spot for recreation.
