On a Sunday evening in Washington, D.C., the life of 18-year-old Robert Lee Arthur Jr. was tragically cut short. On September 24, 2017, at approximately 9:50 p.m., police responded to the 2800 block of 14th Street NE, where they found the young man suffering from multiple gunshot wounds.
