In the early morning hours of June 16, 2019, the sound of gunfire echoed through the 4300 block of 4th Street, Southeast in Washington, D.C. When police arrived at approximately 1:15 a.m., they discovered a grim scene. Thirty-year-old Arkeem Jackson, a Black male, was found unconscious, suffering from multiple gunshot wounds.
