In the summer of 2020, on a Tuesday, the life of Andre Bender, a 48-year-old man from Washington, D.C., came to a tragic end. The events of July 28th unfolded near Nationals Park, where Bender, an employee of the D.C. Water and Sewer Authority, was outside of the agency's complex.
