In the late evening hours of February 22, 1978, a routine traffic stop on Paradise Road in Las Vegas turned deadly for a veteran police officer. James Richard Rogan, a 41-year-old Caucasian male, was a motorcycle officer with the Las Vegas Metropolitan Police Department. That night, he pulled over a Cadillac that was missing its license plates. As he was attempting to issue a ticket, the driver of the vehicle unexpectedly opened fire.
