On August 17, 1979, 40-year-old Lieutenant Owen Arthur Landdeck of the Farmington Police Department in New Mexico tragically lost his life during a police academy training exercise. Lieutenant Landdeck was role-playing as a deranged husband in a simulated domestic violence scenario. The exercise required him to draw a firearm, prompting a cadet to respond with simulated gunfire. Unbeknownst to the participants, the cadet's weapon was mistakenly loaded with live ammunition instead of blanks.
When the cadet fired, Lieutenant Landdeck was struck and fatally wounded.
The incident was ruled accidental, and no charges were filed against the cadet involved. Lieutenant Landdeck had dedicated 20 years to law enforcement, with a decade of service at the Farmington Police Department. He was survived by his wife, daughter, and son. In honor of his service and sacrifice, the Safety City police officer training facility in Kirtland was renamed the Lieutenant Owen Landdeck Training Center.
