In the summer of 2019, a young Black / African American man, 25-year-old Tylone Layette Tolliver, lost his life in Portland, Oregon. On the evening of July 28th, officers from the Portland Police Bureau were called to the intersection of Northeast Russell Street and Northeast Rodney Avenue following reports of a disturbance and a shooting.
