In the quiet, early morning hours of April 12, 2022, in Eugene, Oregon, the life of Donald Fredeerick Frank III, a 42-year-old White/Caucasian male, was tragically cut short. At approximately 4:45 a.m., near the intersection of 19th and Monroe streets, law enforcement responded to reports of gunshots.
