On a spring day in Eugene, Oregon, the quiet of a typical Friday was broken by a grim discovery. In the parking lot of an Office Max on Division Avenue, 23-year-old Kevin Jamael Mitchell was found in his champagne-colored 1996 Honda Accord on March 26, 1999. He was not asleep; a bullet hole through the driver's side window revealed a much more violent end. Mitchell, a young male, had been shot and killed inside his car.
