On Sunday, December 30, 1979, Bobby D. Howard, a 24-year-old White/Caucasian male, was serving as a police officer with the Williamson Police Department in Williamson, West Virginia. Howard had been with the department for approximately one year when an ordinary day inside the police station ended in a fatal shooting.
