In Parkersburg, West Virginia, on a summer day in 2015, the life of Rocky O. Parsons, a 55-year-old White/Caucasian male, came to an abrupt and violent end. On July 12th, police responded to a call about a man with a gun at a residence on Dillaway Street. Inside, they discovered Parsons, who had sustained a fatal gunshot wound to his neck.
