In the quiet community of Victor, West Virginia, the life of 30-year-old Steven Lee Skaggs was brought to a violent and tragic end on November 6, 2016. On that Sunday, Skaggs and his companion, Stephanie Watters, were found deceased inside the charred remains of a house fire. However, the ensuing investigation quickly revealed that this was no accident, but a brutal and calculated act of violence.
