On October 18, 2003, Rachel Fischer, a 22-year-old resident of New Hampton, Iowa, was tragically shot to death in a domestic violence incident. The perpetrator of this crime was identified as Rick Allen Devries, a 39-year-old man with whom Rachel lived.
